Eligibility and Application

Eligibility

  • Hold a Quebec Selection Certificate (CSQ) from the Government of Quebec
  • Submit a complete permanent residence application, including police certificates

To apply to Quebec for a CSQ, contact the MIFI office that processes applications from the applicant's country - this contact/process is NOT detailed in this document.

Stage 1 (Quebec)

  • As of 2018, MIFI no longer renews CSQs
  • A CSQ remains valid for federal application purposes until IRCC makes a decision, even if it has technically expired

Fee components: processing_fee, right_of_permanent_residence_fee (RPRF), biometrics_fee, third_party_fees (medical exam, police certificates, ECA)

These are FEDERAL fees only - does not include whatever Quebec charges for CSQ processing (not documented here).

Biometrics: 14-79, 30 days from instruction letter

Required for every PR application, even if previously given and still valid

Medical exam applies to: applicant + all family members, even non-accompanying

Medical disqualifiers: danger to public health/safety; excessive demand on health/social services

Must provide ADDITIONAL police certificates IF ASKED during processing

Phrased conditionally ('if asked') rather than the upfront blanket rule seen in PNP/RCIP/FCIP - worth re-verifying directly with IRCC source if this is a genuine procedural difference or just a phrasing variation.

Decision criteria: program eligibility, proof of funds, medical exam results, police certificate information

Refusal, inadmissibility finding, and/or 5-year bar from applying to come to Canada for any reason

Approval outcome: Confirmation of Permanent Residence (COPR), permanent resident visa (if applicant's country requires one)

COPR cannot be extended: Yes

  • open a portal account on applicant's behalf
  • electronically sign the application
  • log in using applicant's credentials

Applicant must personally type their own name (exactly as shown on passport) after reading the declaration - legal definition of 'signed' under Canadian immigration law.
