Net worth minimum: CAD 2,000,000

French minimum: Level 7 on the Echelle quebecoise des niveaux de competence en francais

Investment: CAD 1,000,000 for 5 years

Financial contribution: CAD 200,000

Quebec stay requirement: 12 months within 2 years (6 months personally)

    Start up an innovative business or carry out an innovative project with support of an accompanying organization

Self-employed person

Work experience: 2 years (within 5 years preceding application submission)

Net worth minimum: CAD 100,000

Startup deposit outside CMM: CAD 25,000

Startup deposit within CMM: CAD 50,000

Regulated profession process:

  • - Find NOC code via Qualifications Quebec website (French only)
  • - Check if profession is on the Liste des professions reglementees (Ministere's regulated professions list, PDF)
  • - If regulated: find practice conditions via Qualifications Quebec site or the profession's Quebec regulatory body directly
  • - Obtain authorization or recognition document from the relevant regulatory authority

  • IMM 5604 - Separation Declaration for Minors Travelling to Canada (If minor immigrating without both parents/guardians) - Non-accompanying parent/guardian must sign in front of a notary public - stricter than the standard hand-signature requirement seen elsewhere

  • - Travel documents/passport (regular passport only, NOT diplomatic/official/service/public-affairs) for applicant + spouse + dependent children
  • - Visa copy if living outside passport-issuing country
  • - Identity/civil status docs: birth certificates, name/DOB change documents, marriage/divorce/annulment certificates (all marriages if multiple), death certificate for former spouse if applicable, national ID/family registry
  • - Police certificate per country lived in 6+ months since age 18 (valid ~1 year from issue)
  • - Photo(s) for applicant + all family members, not older than 6 months
  • - Certificat de selection du Quebec (CSQ) - issued by MIFI; remains valid for federal purposes until IRCC decision even if technically expired; MIFI stopped renewing CSQs as of 2018

Biometrics: 14-79, 30 days from Biometric Instruction Letter (BIL)

Medical exam required: Yes (applicant + partner + children)

Approved: Must pay Right of Permanent Residence Fee if not already paid before finalization

Refused: Letter explaining reason; reconsideration requires new application + meeting eligibility + admissibility

Withdrawal: Possible via webform; partial fee refund depending on processing stage
