Application Steps

  1. 1Get nominated by a province or territoryApplicant chooses a province/territory and applies under one of its non-Express-Entry streams. Province reviews based on their immigration needs, minimum stream requirements, and genuine intention to live there.

  3. 3Apply for permanent residenceOnline application via PR Portal, after provincial nomination confirmed.
  4. 4After you applyAOR issued, biometrics + medical exam requested, eligibility/admissibility assessed.

  • β€’Confirmation of nomination from the province/territory (approval letter or official notice)
  • β€’Passport/travel document copies (regular passport only β€” diplomatic/official/service/public-affairs passports NOT valid)
  • β€’Birth certificates (applicant + spouse/partner)
  • β€’Marriage certificates, divorce/annulment certificates (all marriages if more than one)
  • β€’Death certificates for former spouses (if applicable)
  • β€’National ID / family registry book (if applicable)
  • β€’Common-law evidence: 12+ months cohabitation proof (joint bank statements, leases, utility bills) β€” required if claiming common-law status
  • β€’Children's documents: birth certificates showing parents' names, custody proof, adoption papers (if applicable)
  • β€’Police certificate: required for every country (excl. Canada) where applicant lived 6+ consecutive months since age 18

After You Apply

  • meets eligibility criteria for the program
  • has funds to support self and family on arrival
  • admissible (medical exam, police certificate, background checks)
  • Application refusal, inadmissibility finding, and/or 5-year bar from applying for permanent residence

Important Caveats

  • A provincial nomination does NOT itself grant permission to work in Canada. A separate work permit application is required to work while the PR application is processed.
  • Faster work permit processing available for physicians/healthcare specialists (clinical lab medicine, surgery, general practice/family medicine) with a full-time offer + a support letter from the nominating province/territory.
  • Available if applicant's existing work permit is about to expire while PR application is still processing.
  • An immigration representative cannot open a portal account on the applicant's behalf, sign the application electronically, or log in using the applicant's credentials. They can fill forms and communicate via their own account.
